Thomas' father was Richard Rowland Williams and his mother was Mary Constance Hopley. His maternal grandparents were Thomas Hopley and Mary Easthope. He had two brothers and two sisters, named Emanuel, John, Mary and Margaret. He was the second oldest of the five known children.
