Herbert's father was James Howcroft and his mother was Hannah Mather. His maternal grandparents were William Mather and Margaret Gerrard. He had four brothers and two sisters, named Albert, Wilfred, Fred, Frank, Elizabeth and Clara. He was the second oldest of the seven children.
