William was born on July 6th, 1857 in Tazewell County, Virginia.  William's father was Rueben Shinaut and his mother was Eleanor Franklin. He had a sister named Mattie.  He was the younger of the two children.  He died at the age of 46 on August 12th, 1903 in Atchison County, Missouri.
