William was born in 1825 in Grimsby, Lincoln, England and his christening took place on July 2nd, 1825 in Saint James Church, Grimsby, Lincoln, England.  William's father was John Rack and his mother was Harriet Johnson.  His paternal grandparents were William Rack and Sarah Mumby. He had three brothers and eight sisters, named John, Joseph, George, Harriet, Rebecca, Sarah, Mary, Betsy, Jane, Rachael and Harriet.  He was the fourth oldest of the twelve children.  He died at the age of 42 on August 16th, 1867 in Grimsby, Lincoln, England.  He was buried on August 19th, 1867 in Saint James Church, Grimsby, Lincoln, England.
