Phillis was born in 1676 in Steeple Claydon, Buckinghamshire, England.  Phillis' father was Mr Joseph Churchill and her mother was Mrs Anna Chaloner.  Her paternal grandparents were Mr Henry Churchill and Mrs Phillis N/K. She had two brothers and two sisters, named Joseph, John, Ann and Cornelia.  She was the third oldest of the five children.
