William was born about 1847 in Chatham Kent.  William's father was Charles Piper (Blacksmith b Maidstone Kent) and his mother was Mary Ann Savin (b Ramsgate Kent).  His paternal grandparents were Charles Piper (Blacksmith b Maidstone Kent) and Hannah Colvin; his maternal grandparents are Thomas Savin and <Unknown>. He had two brothers and three sisters, named Charles, James, Mary, Sarah and Hannah.  He was the third oldest of the six children.
