Arthur was born in 1839 in Green Chignal St James.1   Arthur's father was Zachariah Childs (Farmer Shoemaker) and his mother was Sarah Tyler.  His paternal grandparents were Zachariah Childs and Mary ?. He had four sisters named Sarah, Elizabeth, Isabel and Matilda.  He was the second youngest of the five children.
