Phoebe was born about 1802 in Nelson  Co.,  Kentucky.  Phoebe's father was Mark Marshall and her mother was Rebecca Boceay Coy.  Her paternal grandparents were John Marshall and Deborah LNU; her maternal grandparents were John from Old Town Hundred MD Coy Sr and Sarah. She had six brothers and three sisters, named Mark Jr, James, Robert, John, Daniel, Benjamin, Rebecca, Deborah and Hannah.  She was the seventh oldest of the ten children. She had three half-brothers named James, Garrett and Thomas.
