James Elmer Skaggs 
James Elmer was born in January 1891.1 James Elmer's father was Beverly L. Skaggs and his mother was Mary Francis DeSpain. His paternal grandparents were William L. Skaggs and Mary Johnson. He had five brothers and four sisters, named William H., John Brown Young, Henry D., Charles F., Everett F., Lulu Alice, Rosa L., Bessie E. and Bettie E.. He was the third oldest of the ten children. He died at the age of 38 on April 26th, 1929 in Taylor Co., Kentucky.1 General Notes
