Hugh II was born before 1291 in Okehampton, Devonshire, England.  Hugh II's father was Hugh de Courtenay and his mother was Eleanor le Despencer.  His paternal grandparents were John de Courtenay and Isabel de Vere; his maternal grandparents were Hugh II le Despencer and Aliva (Aline) Basset. He had four brothers and six sisters, named John, Philips, Robert, Thomas, Eleanor, Margaret, Isabel, Egeline, Alice and Avelina.  He was the youngest of the eleven children.  He died on December 23rd, 1340 in Cowick or Exeter, Devonshire, England.

‌Hugh II and Agnes de were married in a religious ceremony in 1292.  They had four sons and two daughters, named John, Thomas, Hugh III, Robert, Eleanor and Elizabeth.
