Frances Riffle was born on August 27th, 1825 in Randolph County, West Virginia. Frances Riffle's father was Francis Riffle Shaver and his mother was Phoebe Ellen Hall. His paternal grandparents were Peter M. Shaver and Susan Riffle. He had six brothers and four sisters, named John S., James H., Jacob C., Hezekiah, George W., Edward C., Susanna, Sarah, Mary Jane and Eleanor. He is the fifth youngest of the eleven children.-
