William H. was born on September 24th, 1842 in Franklin Township, Tuscarawas County, Ohio. William H.'s father was John Henry Keplinger and his mother was Catherine Knappenberger. His maternal grandfather was Johan Philip Knappenberger and his maternal grandmother is Mary Beacom. He has a brother and two sisters, named Scott, Clarissa and Ellen.
