Billie was born on August 6th, 1925 in Monroe County, Indiana. Billie's father was Cecil Robert Hawkins and his mother was Grace Lena Shields. His maternal grandparents were David Shields and Lucy Amanda Vint. He had four brothers and five sisters, named Ernest, Edward, Ermil, Living, Eulas, Gayle, Kathryn, Bartha and Living.-
