William was born in 1858 in Rudgwick, Sussex and his baptism took place there on September 5th, 1858.1 2  William's father was George Steer and his mother was Miriam Dinale.  His paternal grandparents were John Steer and Eliza steer. He had four brothers and six sisters, named George, Walter, Edward, Mark, Eliza, Miriam, Rhoda, Kate, Alice and Ellen.  He was the fifth oldest of the eleven children.
