Percy was born in 1867 in Petworth and his baptism took place there on April 28th, 1867.1 2  Percy's father was Thomas Steer and his mother was Jane Hunt.  His paternal grandparents were Thomas Steer and Jane Smith; his maternal grandparents were James Hunt and Lucy. He had four brothers and two sisters, named George, James, William, Thomas, Anne and Emma.  He was the youngest of the seven children.
