Jasper was born on December 18th, 1881 in New Clee.¹

Jasper's father was William Steer and his mother was Caroline Willcox. His paternal grandparents were William Steer and Janet Hamlin. He had two brothers and seven sisters, named George, John, Rosetta, Ada, Lily, Violet, Caroline, Daisy and Clara. He was the fourth oldest of the ten children.
