Frederick's father was Richard Steer and his mother was Mary Mitchell.  His paternal grandparents were Richard Steer and Sarah steer. He had two brothers and three sisters, named Henry, Arthur, Fanny, Eliza and Emmeline.  He was the third oldest of the six children.
