Frederick was born in 1858 and his baptism took place on December 26th, 1858 in Wisborough Green, Sussex.1   Frederick's father was Mark Steer and his mother was Eliza Harwood.  His paternal grandparents were James Steer and Rebecca Miram. He had five brothers and three sisters, named Frank, Harry, William, Stephen, Alfred, Annie, Jane and Kate.
