Charlotte was born in 1845 in Petworth and her baptism took place there on July 2nd, 1845.1 2  Charlotte's father was George Steer and her mother was Charlotte Lucas.  Her maternal grandparents were Lucas and Sarah. She had two brothers and four sisters, named George, James, Sarah, Emily, Fanny, Catherine and Ellen.  She was the fourth youngest of the eight children.
