Phillip was born about 1884 in Edinburgh, Midlothian.1   Phillip's father was Richard STEER and his mother was Jane B STEER. He had four brothers and three sisters, named Archibald, Harry, Daniel, Thomas, Mary, Edith and Jenny.  He was the third oldest of the eight children.
