Harriet was born about 1888 in Skelton, Yorkshire.1   Harriet's father was Harry STEER and her mother was Ann STEER. She had four brothers and three sisters, named William, Robert, Sidney, Ernest E, Avril, Maud and Elizabeth J.  She was the third youngest of the eight children.
