Florrie was born about 1869 in Newton Abbot, Devon.1   Florrie's father was Joseph STEER and her mother was Mary STEER. She had two brothers and three sisters, named Nicholas, William, Mary A, Ada C and Bessey.  She was the youngest of the six children.
