Bessey was born about 1866 in Newton Abbot, Devon.1   Bessey's father was Joseph STEER and her mother was Mary STEER. She had two brothers and three sisters, named Nicholas, William, Mary A, Ada C and Florrie.  She was the second youngest of the six children.
