Florence was born about 1891 in Crediton Devon.1   Florence's father was Robert STEER and her mother was Eliza STEER. She had four brothers and six sisters, named Robert, John, Louis, George, Emma, Eliza, Alice, Ellen, Edith and Bessie.  She was the youngest of the eleven children.
