Frank was born about 1870 in Surrey.1  Frank's father was Thomas MAXSOM and his mother was Sophia Steers.  His maternal grandfather was James STEERS. He had two brothers and two sisters, named Thomas, Harry, Mary Ann and Lydia.  He was the youngest of the five children.
