Jane was born in 1851 in Petworth, Sussex.1  Jane's father was William Tipper and her mother was Jane Steer.  Her maternal grandparents were William Steer and Anne Merriott. She had two brothers named Thomas and Henry.  She was the youngest of the three children. She had two half-brothers named William and Alfred.  She died at the age of 1 in 1852 in Petworth, Sussex.
