Richard was born in 1800 in Billinge and his baptism took place on April 6th, 1800 at St. Aidan (Billinge).¹

Richard's father was John Mather and his mother was Betty Baxter. His paternal grandparents were James Mather and Ann Berrington. He had two sisters named Jane and Sarah. He was the second oldest of the three known children.
