Phebe was born on March 24th, 1826 in Radcliffe and her baptism took place on May 14th, 1826 at St. Thomas (Radcliffe).1 2  Phebe's father was James Mather and her mother was Mary Whitehead.  Her paternal grandparents were James Mather and <Unknown>. She had a brother and two sisters, named William, Bridget and Dinah.  She was the second youngest of the four children.
