James's mother was born Farnworth (see her 1871 census). Whilst the other family members were from Radcliffe, James was born Bolton on the 1871 and 1881 census. The only illegitimate Bolton birth record for a James Mather 1840-1842 was also recorded at Farnworth. Farnworth is confirmed on the 1891 census.

General Notes
Having accounted for all the Other James Mathers born in Bolton, it seems most likely this is James Mather, son of James and Mary Ann Gregory (in 1861).
James was born in Farnworth Q4 1840, in Greater Bolton, not Radcliffe, although that is where he lived and married. He was the illegitimate son of Mary Ann Mather.
James moved to live in Radcliffe soon after his birth was registered at Farnworth. In 1843 his mother had George, another illegitimate child at Radcliffe.
In 1861, James Mather (20) was a Cotton Piece Dyer at Tabitha Fields, Radcliffe (same as later years) the son of James Gregory (32) and Mary Ann (42) with two Davenport and three Gregory siblings. He was the only Mather.
In 1866, James Mather married Mary Hellwood at Bury RO.
James and Mary were married in a civil ceremony in October 1866 in Bury.5
