Charles was born in December 1885 in Bolton.1  Charles' father was John Thomas Mather and his mother was Hannah Joynson.  His paternal grandparents were James Mather and Elizabeth (Betsy) Broom. He had three brothers and a sister, named James, Ernest, Fred and Mary.  He was the third oldest of the five known children.
