Arthur was born in 1886 in Blackburn.1   Arthur's father was John Robert Cooper and his mother was Mary Jane Mather.  His maternal grandparents were Thomas Mather and Jane Bamber. He had two sisters named Nelly and Jane.  He was the second oldest of the three known children.
