Joe was born in December 1844 in Newsome.1  Joe's father was Uriah Blackburn and his mother was Martha Mitchell.  His paternal grandparents were Michael Blackburn and Hannah Eastwood. He had a brother and three sisters, named Samuel, Mary, Emma and Eliza.  He was the third oldest of the five children. He had a half-brother named William.
