Albert was born in 1876.  Albert's father was William Washington Van Winkle and his mother was Louetta Azbill.  His maternal grandparents were James Azbill and Mahala Jane Bicknell.  He was the oldest of nine children.  He had three brothers and five sisters, named James A., Joseph Lewis, Roy, Arilza, Wilma, Mahala, Ann and Minnie.
