Frederick was born in 1875 in Kidderminster, Worcestershire, England.1 Frederick's father was Thomas PASSEY and his mother was Mary Ann STINGER. His paternal grandparents were Thomas PASSEY and Charlotte PASSEY(nee UNKNOWN). He had four sisters named Lilian, Charlotte, Alice and Hellen.
