Charlotte was born in 1877 in Kidderminster, Worcestershire, England.1 Charlotte's father was Thomas PASSEY and her mother was Mary Ann STINGER. Her paternal grandparents were Thomas PASSEY and Charlotte PASSEY(nee UNKNOWN). She had a brother and three sisters, named Frederick, Lilian, Alice and Hellen.
