James was born in 1860.1   James' father was David H. Devore and his mother was Mary Welch.  His maternal grandparents were Richard Welch and Elizabeth Leach. He had three brothers and a sister, named Henry, Arthur, Charles and Martha.  He was the oldest of the five children.1
