Otis Earl was born after 1879. Otis Earl's father was Isaac L. Hoover and his mother is Mary Elizabeth Stutsman. His paternal grandparents were Isaac B. Hoover and Mary Ann Longnecker\Longenecker. He had six brothers and a sister, named Lloyd Emerson, Bert Omer, Clarence Martin, Clifford Carroll, Jesse Jason, Charles Oliver and Wegie Malinda. He is the third oldest of the eight children.-
