Phillip W was born in 1858 in Ludlow, Washington, OH.1 Phillip W's father was John William Province and his mother was Lucretia Arnett. His paternal grandparents were Jesse Province and Cecelia Spencer; his maternal grandparents were Levi Arnett and Barbara Stevens. He had three brothers and two sisters, named Ardie, William G, Lewis Franklin, Susan and Sarah. He was the youngest of the six children.-
