Sarah Jane was born in 1858 in East Anstey, Devon.  Sarah Jane's father was Richard Carter and her mother was Ann Melhuish.  Her paternal grandparents were Stephen Carter and Elizabeth; her maternal grandparents were Robert Melhuish and Ann. She had three brothers and four sisters, named George, John, Richard, Mary Ann, Elizabeth, Anna and Ellen.  She was the third oldest of the eight children.
