Elizabeth was born in 1864 in East Anstey, Devon.  Elizabeth's father was Richard Carter and her mother was Ann Melhuish.  Her paternal grandparents were Stephen Carter and Elizabeth; her maternal grandparents were Robert Melhuish and Ann. She had three brothers and four sisters, named George, John, Richard, Mary Ann, Sarah Jane, Anna and Ellen.  She was the fourth youngest of the eight children.
