Philippe was born on July 6th, 1690 in Rillaar.  Philippe's father was Marcus Vlemis (Marc) and his mother was Maria Custers.  His paternal grandparents were Marcus Vleminx and Adriana Nys. He had five brothers and four sisters, named Henri, Jean, Marc, Arnauld, Gérard, Adrienne, Elisabeth, Marie and Anne.  He was the second oldest of the ten children. He had a half-brother and two half-sisters, named Gérard, Cathérine and Anne.
