Toby was born on 23-Jul-1971.  Toby's father was Pinchos Menachem Rubinson and her mother is Chava Freida Rubinson.  Her paternal grandfather was Chaim Beirach Rubinson; her maternal grandparents are  Aharon Charach and  Chaya Esther Charach.  She is the second of five children.  She has a brother and three sisters, named Moshe, Shoshana, Miriam and Leah.
