William was born in July 1769 in St Issey, Cornwall and was baptised on July 16th, 1769. William's father was John Bullock and his mother was Phillipa Arthur. His paternal grandparents were John Bullock and <Unknown>; his. He was the seventh of eight children. He had four brothers and three sisters, named David, John, Richard, Richard, Mary, Mary and Catherine.
