Joseph was born in 1823 in Salterforth, Yorkshire, England.1   Joseph's father was Richard Petty and his mother was Martha (Petty).  He had three brothers and six sisters, named Richard, John, Sutcliffe Nelson, Martha, Mercy, Mary, Sarah, Ellen and Elizabeth.  He was the fourth oldest of the ten children.
