William's father was Archibald Steven and his mother was Ann Towers. His maternal grandparents were Michael Towers and Janet Mathie. He had five brothers and three sisters, named Archibald, Tom, Michael, James, James, Janet, Agnes and Maggie. He was the oldest of the nine children. He died at the age of 73 in August 1941 in Birkenhead.
