William was born in 1822 in Whitby, North Yorkshire, England.1   William's father was James COWIN (COWEY) and his mother was Eleanor WILKINSON.  His paternal grandparents were Edward COWEN (COWEY) and Mary ARMSTRONG. He had three sisters named Mary, Elizabeth and Mary.  He was the oldest of the four children.
