Peter was born on February 24th, 1795 in Blue Sulphur Springs, Greenbrier County, Virginia. Peter's father was Christopher Shaffer and his mother was UNKNOWN Elizabeth. His paternal grandparents were Paul Shaver and Elizabeth Vogt. He had a brother and two sisters, named George E., Elizabeth and Mary.
