Jesse Oven was born on March 26th, 1910 in Summers County, West Virginia. Jesse Oven's father was Edgar Peter Shaffer and his mother was Emma Clarissa Hicks. His paternal grandparents were Peter Shaffer and Martha Martin; his maternal grandparents were John Jr Hicks and Sara Richmond. He had nine brothers and four sisters, named Hobart Herman, Earl Elmore, Estes Malloy, Carl Edward, Denville Hersley, Raymond, Clergy, Clifton, Living, Eva Lenore, Nellie Erma, Martha Veva and Mary Vella.
