Francis M. was born in October 1858 in Indiana. Francis M.'s father was David W. Shields and his mother was Elizabeth Ellen Payne. His paternal grandparents were Joseph Shields and Sarah "Sally" Masterson. He had four brothers and five sisters, named James Alexander, Andrew Jackson, William Edward, David W., Sarah Jane, Urana L. "Winnie", Martha A., Rowena and Orpha. He was the fourth oldest of the ten children.-
