Elmer Basil was born on January 27th, 1913 in , , Tennessee. Elmer Basil's father was William Harve Price and his mother was Martha Jane Manis. His paternal grandparents were William James Price and Sarah Jane Forrester; his maternal grandparents were Malin A. Manis and Sarah Elizabeth Hilton. He had five brothers and seven sisters, named Milum Jackson, Amos Anderson, Guy P., Jimmie Thomas, Albert Miller, Mary Parolee, Stella J., Lonley Effie, Sarah Elizabeth, Susan Viola, Dinah Mae and Vangie Pauline. He was the fourth youngest of the thirteen children. He died at the age of 76 on September 19th, 1989.-
